Scott Boylan

Former U.S. Department of Homeland Security

Scott Boylan is a partner with consulting firm, StoneTurn Group, where he advises private-sector organizations on a broad range of international legal and business issues, including national security, trade compliance, investment security, and government contracting. Before joining StoneTurn, Scott served as Chief Legal Officer and in-house counsel for several large corporations. These companies were involved in the technology and software sectors, including the production of secure credentials and biometric systems for governments that were essential for border security and immigration controls.

Before joining the private sector, Scott was Senior Advisor to Secretaries Tom Ridge and Michael Chertoff at the Department of Homeland Security, where he handled international and law enforcement issues. His duties included the development of immigration policies and the establishment of operational procedures and standards for immigration. Scott also held leadership positions at the Departments of Treasury and Justice.

Scott has a B.A. from Franklin & Marshall College, a J.D. from Syracuse University, and a Master of Law degree from Georgetown University. He has published numerous legal articles and spoken extensively on legal and policy issues, including testifying before the United States Congress.

Scott, his wife Kim, and their daughter live in Washington, DC.
